Might the EU ban genocide denial?

The German Presidency of the European Union proposes to ban racial hate speech, including the denial of genocides.

Why would the EU consider this, a few months only after one Commissioner berated France for considering similar legislation? What powers does the EU have to fight racism and xenophobia? And what chances are there that the draft legislation will be passed?

This dossier is part of a joint project with les Nouvelles d’Arménie (Paris) and Orer (Prague) entitled "Armenians Inside Europe". The project is supported by the European Commission and the Armenian General Benevolent Union (AGBU). In addition to providing information and articles, the project will also help hold round tables and discussions on some of the EU policies which affect Armenians in the EU.
